on 6 10th, 2010 by the European Union presented " Innovation Union "is an innovation strategy which is driven at the highest political level. It is the efforts of Europe to the challenges how to focus climate change, energy, food security, health and aging. These are actions of the public sector are used to eliminate bottlenecks that prevent it from creating ideas to market. As such obstacles were as funding problems, fragmented research systems and markets, a slow standardization but also lack of innovation through public procurement defined.
In the area of public procurement, the Commission proposes, therefore, that governments provide special budget for public procurement of innovative products and services . For innovations that improve the performance of public services, could thus result in a procurement market to the tune of at least € 10 billion per year. The Commission will support for joint procurement by public entities from different Member States.
